Researcher Captain Saleh Abdullah Khalfan Al Mansouri from the Abu Dhabi Police GHQ obtained his Master’s degree in Criminal Justice with a ranking of “very good.” He is the first researcher whose thesis is to be discussed within the master’s program for post-graduate students. His thesis, which is titled: “The Right of a Defendant to Have an Attorney: Comparative Study,” was discussed at the Union Hall at the Police College in Abu Dhabi.

The panel of professors was chaired and supervised by Prof. Dr. Mahmoud Mustafa Yunes, Procedural Law at the Police College. The panel included two members, Dr. Ahmed Eid Al Mansouri, Assistant Prof., Criminal Law, Dubai Police Academy and Director General of Dubai Educational Zone and Dr. Abdulrahman Mohammed Khalaf, Assistant Prof., Criminal Law, Police College, Abu Dhabi.

The thesis includes two chapters. The first one tackles the circumstances and reasons of appointing an attorney. The second chapter addresses the right of the defendant to appoint an attorney and the consequences of not doing so. The researcher said that different countries have varying approaches in allowing the suspect or the defendant to practice his/her right and appoint an attorney according to due process of law under three stages. The first stage is to define the suspect, the second is the interrogation and the third is the court process. Under these three stages, the suspect has the right to appoint an attorney.

HE Colonel Saif Ali Al Kutobi, Police College Director and Major Dr. Nasser Mohammad Al Baker, Director of Post-graduate Studies Department, in addition to department heads, section chiefs, a number of faculty members, a group of post-graduate students, and candidates from different academic years at the Police College were present at the discussion.

HE Colonel Saif Ali Al Kutobi, Police College Director, said: “Reflecting the strategy of the college to increase capacity and efficiency of our human resources, and following the instructions of the police commandment, we established the Post-graduate Students Department at the Police College. This department aims to enhance the capabilities of police and security officers and equip them with new knowledge so that they can carry out their responsibilities and authority with efficiency. It also aims to empower security sciences in different scientific and practical fields and establish a research and intellectual background to support administrative, police, and criminal knowledge.”

Major Dr. Nasser Mohammad Al Baker, Director of Post-graduate Studies Department, said: “The department focuses on scientific research and studies by empowering methodologies and encouraging students to carry out research that tackles police work. We encourage our researchers to make efforts to achieve valuable results, recommendations, and corrective and developmental suggestions. The first batch within in our post-graduate program joined in October 2010 with 45 students in the criminal justice master’s degree program and police management master’s degree program. The second batch joined in September 2011 with 46 students for the same degrees, while the third batch arrived in September 2012 with 45 students.”

Dr. Ahmed Eid Al Mansouri, Assistant Prof., Criminal Law, Dubai Police Academy and Director General of Dubai Educational Zone, extended his gratitude and appreciation to the officials at the Police College for their valuable efforts and significant role in preparing this program that allows police officers to obtain master’s and PhD’s in police management and criminal justice.
