Seminars to introduce the MoI new organizational structure
The Departments of naturalization, Residency and Ports at UAE level in collaboration with the European center for Development have organized introductory seminars in Abu Dhabi to all concerned parties.
The first seminar was held in Emirates Institute of Naturalization, Residency and Ports Affairs Hall. The aim of the seminar was to raise the staff awareness of the importance of the activation of the second phase of MoI New Organizational Structure. The second seminar was held at the Directorate General of Residency and Foreigners Affairs in Dubai on Tuesday. The seminar was attended by Sharjah, Um Al Quwein and Ajman Departments Staff. Next 18, 19 and 20 of the month will witness organization of seminars in Al Fujairah, RAK and MoI HQ. A seminar will be held at the Special Security Force HQ on the 25th of this month.
Dr. Mohammad Harbi Hassan, an expert from the European Center of Development presented a detailed explanation of the Organizational structure and job description of MoI and its formations. He said "The new organizational structure depends on responsibility, accountability, central advisory role, executive operational role in work locations.
It also depends on specialization and integration in carrying out duties, high flexibility and the principle of matching work force with jobs structure". He added "The organizational structure is characterized by appropriate delegation of powers, identification of relations and terms of reference, decision centers, simplifying procedures and finalizing transactions".
About the merits of the new organizational structure Dr. Al Harbi said "It is a security, preventive and proactive system that depends on the advisory role which supports geographical policing links the structure with the strategy and international communication. It depends on the clarity of departments and duties. It is characterized by high flexibility and specialized professionalism".
Dr. Harbi confirmed the importance of job description in identifying the number and categories of jobs, the duties and tasks for each job. It also identifies the extent of supervision and responsibility, relations and communication between administrative levels. It removes ambiguity, intersection and repletion among jobs. It identifies the difficulty of jobs and career development plans for officers and personnel.
Brigadier Mohammad Ghureir Al Rumaithi, General Coordinator of Naturalization, Residency and Ports affairs attended the first seminar in Abu Dhabi on behalf of Major General Nasser bin Al Awadhi Al Minhali, Assistant Undersecretary for naturalization, Residency and Ports Affairs. A number of officers and specialists also were present during the first seminar.
It is worth mentioning that this attention paid to the new organizational structure reflects the keenness of HH Lt. General Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, to develop the organizational structure of the Ministry of Interior, in response to the directives of the higher leadership of the country, in order to keep pace with the time with all its technological tools to manage public institutions, in accordance with the best internatio
