Lt. General H.H Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minster and Minster of Interior met here today heads and members of delegations participating in the second 2011 Gulf States Global Police Symposium currently held at the Intercontinental Hotel and Resort in Abu Dhabi.
Sheikh Saif welcomed the participants, assuring the importance of cooperation among all police organizations worldwide to confront crime, support security and stability which are the main pillars for development and growth of all countries.
The symposium open the room for the police leaders to discus ways of enhancing cooperation among all countries which have become in bad need for such cooperation to confront transnational crime, sheikh Saif asserted. Well trained police personnel are the essential element in combating crime, terror and drugs, he noted.
Sheikh Saif praised the efforts being made and expressed his wishes for the participants to come up with important recommendations and exchange benefits to achieve the desired goals.
Major-General Staff Obeid al Hiri Al Kutbi, Deputy Commander of Abu Dhabi Police presented a paper titled ‘incident command’ in which he affirmed that the UAE used the model in all major live operations. Along time ago, Abu Dhabi Police identified the need for a tried and tested integrated command structure to manage the most effective response and he successful early recovery to any crisis, he indicated.
We decided do adopt the UK model of Gold, Silver, and Bronze and toileted it to suit our needs and it has now applied throughout the UAE, he further noted.
He presented the command model and numbered the learned lessons which he said include the need for continuous refresher training for bronze and silver commanders, ensuring good flow of information from officers in the filed to the command centre for updated situation reports, use of secure digital radio communications rather than mobile phones and continuous joint inter-agency training exercises to build partnerships to cement cross agency working and collaboration.
On his paper, he also refereed to the advantages saying that having all agencies represented in one place during the operation created excellent communication links. The C4 (command, control, communication, and coordination) facilities in Operation center are well equipped and worker very well. In addition, the excellent traffic management eased flow of people and vehicles to and from all events.
Another paper on ‘training to confront crisis’, has been presented by Major General Mohammed bin Al Awadhi Al Menhali, director of human resources and deputy director general of police operations at Abu Dhabi Police. He said Abu Dhabi Police has taken a number of security and preventive measures to enhance its capabilities. Leaders have been trained to deal and coordinate while handling disasters and advanced world class equipment have also been provided to deal with such disasters.
He reviewed the capabilities of Abu Dhabi Police in rescue and ambulance operations and high level training provided by reputed training centers from Germany, Britain, Australia and Canada. He also refereed to the Emirates Search and Rescue Team, adding that the team will be accredited as high caliber team in 2014.
He said the team participated in search and rescue operations during earthquakes in Pakistan and Afghanistan, tornados in the Philippians and complicated rescue operations in Sultanate of Oman.
