MoI issues a manual titled “disabled="disabled" persons…their Rights and Our Duties”
The Law Respect Culture Bureau at the Secretariat General of the office of HH the Deputy Prime Minister and Minister of Interior, has issued a law manual in seven languages, under the title “disabled="disabled" Persons…Their Rights and Our Duties”. The manual deals with the most important legal rights of disabled="disabled" persons in accordance with local legislations and international conventions signed by the country, in addition to legal obligations imposed by the legislator on individuals to ensure protection of disabled="disabled" people’s rights. The manual is issued in coincidence with the celebrations of the World disabled="disabled" Day, which is on the 3rd of December every year.
Lt. Colonel (Dr.) Salah Al Ghoul, Director of Law Respect Culture Bureau said ‘The issue of disabled="disabled" persons has become a global issue with humanitarian dimensions. Their care and protection changed from an action of kindness to rights stipulated by heaven divine religions and endorsed by international organizations, and included in countries constitutions. He calls on all government and civil society institutions to implement these legislations and laws, and make every scientific and practical efforts to ensure integration of disabled="disabled" persons into society. He affirms the value and status of disabled="disabled" persons without considering the levels of their abilities and capabilities”.
“Ensuring that every disabled="disabled" person gets his rights should be done through cooperation of all to reduce the effect of disability and to give every one of them the opportunity to live a decent life in his country and to prove that his disability, whatsoever, does not stand on his way of participation in work and to achieve national development. WE all realize that disability does not prevent this category from playing its social role fully”, added al Ghoul.
“The UAE takes the lead in human development at regional level. It is one of the first nations which continuously develop its legislations to comply with global trends in all areas. The Federal Law No. 29 of 2006, regarding disabled="disabled" persons rights, guarantees the rights of disabled="disabled" persons and provides all appropriate services for them. The country has officially signed the comprehensive international convention on protection and enhancement of rights of disabled="disabled" persons, to crown the efforts made by the country to care for and protect the rights of disabled="disabled" persons.
The Bureau strategy is based on spread of awareness and promotion of legal culture includes all categories of community and directs its implications to all community segments without exception. The manual targets disabled="disabled" persons to highlight some concepts related to them and to increase community awareness of disability and disabled="disabled" persons issue. It also promote their image as a category able to contribute to community and to enjoy the rights and freedoms which others enjoy, the thing that strengthen the disabled="disabled" persons respect culture in a desired civilized way.
