A number of persons with special needs have lauded MoI efforts in issuing a law manual in seven languages under the title "Disabled Persons…Their Rights and Our Duties". The manual deals with the most important legal rights of persons with special needs in accordance with local legislations and international conventions of which the UAE is a signatory member, in addition to legal obligations introduced by the legislator to ensure protection of disabled persons' rights.

They have expressed their deep thanks and gratitude to the initiative of the Law Respect Culture Bureau at the Secretariat General of the office of HH the Deputy Prime Minister and Minister of Interior, which has lit their way. The manual was issued on the occasion of the World Disabled day on the 3rd of December.
 
The disabled persons concerned, all of them have jobs, have issued a joint statement signed by them, thanking MoI for its attitude towards their full integration into society and respect of the differences between them and healthy persons. In their statement, which MoI has received a copy of it, they hope that MoI will continue supporting such social initiatives which support their real integration into their communities.
 
The "Statement" has affirmed that securing of rights of each person with special needs, should be achieved through cooperation of all so as to reduce the impact of disability and to give each one of them the opportunity to live a decent life in his country, and to prove that the disability, no matter how sever it is, will not stand in their way of their participation in work and development of the country.
 
The statement says: "We, the undersigned (Of different disabilities) who most of us holders of high degrees, are worried about some selfish persons who park their vehicles in the place allocated to us (As stated in the manual). We seek those efforts of integrating us into the civil society are to be continued, their role through Public Utility Societies to be continued, to participate in different local and international activities as we can play our full social role.
 
On the other hand Lt. Colonel (Dr.) Salah Al Ghoul, Director of Law Respect Culture Bureau said "The manual targets disabled persons to highlight some concepts related to them and to increase community awareness of disability and disabled persons issue. It also promotes their image as a category able to contribute to community and to enjoy the rights and freedoms which others enjoy, the thing that strengthens the disabled persons respect culture in a desired civilized way".
 
"The issue of disabled persons has become a global issue with humanitarian dimensions. Their care and protection changed from an action of kindness to rights stipulated by heaven divine religions and endorsed by international organizations, and included in countries constitutions. He calls on all government and civil society institutions to implement these legislations and laws, and make every scientific and practical effort to ensure integration of disabled persons into society. He affirms the value and status of disabled persons without considering the levels of their abilities and capabilities”, added Al Ghoul.
