Al Ghoul: Stadiums security and public safety is our important goal
The Law Respect Culture Bureau at the Secretariat General of the Office of HH the Deputy Prime Minister and Minister of Interior, has issued a law manual in the languages of all participating clubs: Arabic, English, French, Italian, Spanish, Portages and Korean Languages, under the title "Our Behavior in All Languages", on the occasion of the 7th FIFA Club World Cup, hosted by Abu Dhabi City.
The Manual deals with the most important legal rules which organize the public behavior inside stadiums with stress on moral aspects of sports practices, with a view to raise awareness of laws related to stadiums security and the public safety.
Lt. Colonel (Dr.) Salah Al Ghoul, Director of the Law Respect Culture Bureau, said "The UAE has achieved highest standards of security and stability, hosted big international activities and become a destination for all international sports events. It competes with the most advanced world countries and having its distinguished print on world sports map".
"We in MoI and in response to our Leadership, seek communicate with all community members with all means and in different areas. We involve them to achieve our strategic objectives and motivate them to support the government efforts to promote all its sectors through raising legal and security awareness:, added Al Ghoul.
"We try very hard to reflect a real civilized image of the country and progress achieved in all areas. The Manual has been translated into the languages of all participating teams, in order to acquaint them with country laws and important ant legislations which govern individuals behavior inside stadiums", added Al Ghoul.
He has affirmed that sport is is a global language which goes beyond human differences and builds bridges of dialogue, closeness and accepting others between nations. It refines persons before winning titles and cups. Morals lead sport and direct it towards its goals. We can not enjoy sport without fearing some negative behaviors by some people. In fact we can see many problems and negative behaviors which harm sport morals and principles.
The Federal Penal Law incriminates all behaviors which contradict social values, which is supposed to be protected by law. The Law also has stipulated harsh punishments for those who try to run riot, use physical or verbal violence at sports establishments, in order to ensure non-violation of security and public order.
The Manual highlights some of the practices which are denied by law and morals, such as brawls, assaulting others, indecent actions and gestures, insulting words, carrying fire crackers and throwing them into playfields,, sabotage and destroying public properties. The penalty varies between imprisonment and payment of fines.
Al Ghoul has conclude that "The behavior of sport fans is an indicator of the civilized behavior of the community members and their way in expressing their feelings, the thing that reflects the standards of civilization, culture and values prevailing among community members. Therefore, our individual and group behavior reflects the image of the country in the eyes of others. I the public or players commit some violations or offences make the country be described as unable to ensure safety, security and order inside stadiums. We should avoid such mishaps which tarnish country image and stature and destroy sport good reputation.
