A study carried out by an Officer from the Ministry of Interior recommended establishing an advanced system to plan the needs of police human resources; capable of anticipating the requirements of officers and personnel, in addition to the required skills based on the operational and strategic plans. The study also recommended designing an advanced strategy to appoint officers and personnel, and assign them to the tasks and projects that suit their skills and level of performance.
The “Strategic Planning and its Role in Human Resources Development at the UAE Ministry of Interior” was prepared by Major Dr. Ahmed Al Alkim Al Zaabi from Public Relations Department for which he received a PH.D Degree in police sciences with a “Very Good” grade with Honors from Higher Studies Department at the Egypt Police Academy. The study recommended building a significant strategy and a clear mechanism to assess training programs, in order to develop the information, skills, abilities, and knowledge of officers and personnel, to equip them with the ability to handle the requirements of effective performance.
The recommendations also included establishing a clear strategy to plan and develop the career path for future ambitions of officers and personnel, at all levels, in order to meet the needs of job satisfaction, which will reflect positively on their level of performance. The plan also includes setting standards and performance indicators to identify the progress of officers and personnel, to be used as feedback on how their jobs contribute in achieving the desired goals.
The study called for linking strategic plans at the GCC level, as per a unified work mechanism that serves the public interest, in addition to linking strategic planning with quality management centers and Information and Communications Technology (ICT).
The study consisted of four major sections and a conclusion. The first section dealt with “Strategic Planning at the UAE Ministry of Interior”; the second section discussed the topic of “Human Resources Development in Police Institutions in the UAE”; the third section addressed the “Strategic Planning and Its Impacts on Human Resources Development at the Ministry of Interior”. The fourth section on “field Studies” included three chapters namely: Systematic Procedures for Field Studies, Testing Study Methods, and analyzing the outcomes of field studies.
The judging panel of the study included: DR. Farid Ragheb Al Najjar, Prof. Dr. Thabit Abdulrahman Idris, Major General Dr. Helmi Al Wazzan, and Major General Dr. Adel Abu El Kheir.
