Japan's Disaster and Early Warning Conference discussed “Community Participation in the Early Warning of Disasters and Ways to Reduce Them”; a working paper presented by Major Abdullah Ali Al Hamoudi from the Emergency Management and Public Safety Department of the Abu Dhabi Police (ADP). Al Hamoudi received a scholarship to the University of Salford in the United Kingdom to pursue his doctoral studies in the Management of Security Crises and Disasters.
The paper focuses on developing a framework for strengthening early warning and response capabilities in the event of natural disasters; and aims to promote flexibility in the UAE and showcase the country’s experience in this area.
Major Dr. Khamis Sultan Ateeq Al Muhairi, Police Attaché at the UAE Embassy in Britain, recently received Major Al Hamoudi in his office. Al Muhairi praised the outstanding participation of Major Al Hamoudi in the conference; a role that is befitting of ADP’s reputation and its prominent stature. Al Muhairi additionally expressed his heartfelt thanks and appreciation for Al Hamoudi’s efforts and research in the field of early warning, disasters, and ways to reduce them.
In his paper, Al Hamoudi suggested to define and clarify the powers and responsibilities in terms of determining who is responsible for making the decisions and preparing effective responses for potential risks. “Early warning is essential for mitigating natural disasters. It contributes to the flexibility while reducing risks and protecting the nation’s economy,” he said; while also noting that the conference aims to collect examples of good practices at the local level.
It is worth mentioning that Major Abdullah Al Hamoudi has contributed a number of papers in the field of early warning and disasters, and has participated in other conferences in Turkey, Russia, Switzerland, Japan and the United Kingdom.
