The Abu Dhabi Police General Headquarters represented by the Decision Making Support Center, and in cooperation with the Ministry of Economy, organized yesterday (Wednesday) at the Officers Club of Abu Dhabi Police a Lecture on Intellectual Property (IP), in the presence of Lt. Colonel Khamis Mohammed Al Kabi, Director, Staff Performance Evaluation Department; and Lt. Colonel Ali Salem Al Mansouri, from the Procurement and Depots Department in Abu Dhabi Police, along with a number of other commissioned and non-commissioned officers interested in IP related issues.
The lecture was delivered by Fawzi Abdul Aziz Al Jaberi, Director of Copyrights Department at the Ministry of Economy. He commended the efforts made by Abu Dhabi Police General Headquarters in raising the awareness of its recruits in issues related to protecting IPs. He noted that the Ministry is ready to facilitate the registrations of files related to Abu Dhabi Police and the IPs for the owners of the copyrights.
Al Jaberi affirmed the United Arab Emirates (UAE) commitment to all international conventions related to protecting IPs, noting that the UAE is placed first on the Arab level and among top 20 internationally in suppressing crimes related to software piracy as appeared in the report of computer software producers for 2011.
The lecturer highlighted laws and procedures related to IPs implemented in the UAE, namely: The Federal Law No. 7 for the year 2002 and its amendments on copyrights of the author and related rights, the Federal Law No. 37 and its amendments for the year 1992 on trademarks, Federal Law No. 17 for the year 2002 and its amendments on organizing and protecting industrial patents, designs, models copyrights.
The lecturer mentioned the cabinet resolution for the year 2006 on merging all IP departments under the umbrella of the Ministry of Economy after it was under the mandate of other ministries, as the author’s IP was under the Ministry of Information, and industrial IP was under the mandate of the Ministry of Finance and Industry.
He noted the Joining of the World Intellectual Property Organization (WIPO) in 1975 and the World Trade Organization (WTO) in 1996 by the UAE, in addition to joining international conventions on the author copyrights and related rights, namely: Berne Convention for the Protection of Literary and Artistic Works (2004), Rome Convention for the Protection of Performers, Producers of Phonograms and Broadcasting Organizations (2004), WIPO Copyright Treaty (2004), WIPO Performances and Phonograms Treaty (2005), The Agreement on Trade Related Aspects of Intellectual Property Rights (1994), Paris Convention for the Protection of Industrial Property (1996), Patent Cooperation Treaty (1998), GCC Patent Office (1998).
Following that, lecturer Fawzi AlJaberi, presented an outlook on the author copyrights and related rights, and some of the classifieds protected by law including: written classifieds such as books, brochures and articles; computer software, applications, and databases; lectures, speeches and sermons; representative classifieds; representative musical classifieds; mime acting; musical classifieds accompanied with or without lyrics; audio, visual or audio-visual classifieds; architecture and engineering drawings classifieds; drawing or coloring classifieds; sculpturing, engraving and printing on stones, wood, fabrics and metals; any similar fine arts classifieds; Photographic Classifieds; Fine and Applied Arts classifieds; illustrations Graphics; Geographic maps; and diagrams.
He said that the protection does not –as per the law- protect Ideas; procedures; working methods; mathematical concepts; official documents such as law texts, regulations and judicial decisions; news and media news; and classifieds that are
