The Ministry of Interior discussed a project for implementing a training course and rehabilitation program for traffic rule violators ‘Reducing Traffic Black Points Program’ as a precursor to implementing the program on a country-wide level across the UAE. The program was designed by the Community Services Department in cooperation with Emirates Driving Company.
Discussions took place during the coordination committee meeting in the Ministry of Interior held at the Vehicles and Drivers Licensing Department in Abu Dhabi. The meeting was chaired by Brigadier General Gaith Hasan Al Zaabi, Director General, Traffic Coordination Department in the Ministry of Interior; it was also attended by Brigadier Eng. Hussein Ahmed Al Harthi, Director of Traffic and Patrol Directorate, in addition to other committee members.
The meeting deliberated on: the functionality of the system, the goal of implementing the traffic points program on a wide scale, the targeted category , and the benefits that would be enjoyed by society as a result of the program.
Lt. Colonel Saif Obaid Al Khayili, Director, Alternative Procedures Committee in the Abu Dhabi Police, reviewed the procedures of the ‘Reducing Traffic Black Points Program in Abu Dhabi.’ He noted that the program complements efforts aimed at developing a traffic safety system in the emirate through promoting its standards and setting educational rules to correct the behavior of violating drivers.
Al Khayili mentioned that drivers are being educated on the UAE Federal Traffic Law that provides an opportunity to promote the standards of safety to drivers who violate rules in addition to limiting the possibility reoffending. The trainees received lectures on the culture of respect for the law and safety while driving. The trainees were also taught good driving behaviors and defensive driving techniques. The trainees also received practical lessons to adhere to traffic rules, keep a safe distance between vehicles while driving, and to control their vehicle.
He said that new e-services are included in the program such as: sending text messages about black points received thus far, offering them the possibility to register for the program on the website: www.adpolice.gov.ae/csd, and using an iPad to fill forms and complete the violator case study survey.

The meeting discussed suggested solutions to address the issue of delay in payment of traffic fines, and encouraged drivers to pay fines as soon as possible to avoid accumulation to sums that may not be payable later.
Brigadier Al Zaabi commended the efforts made by the Community Service Department to elevate the levels of traffic safety on roads, and limit traffic violations.
He stressed the importance of implementing the ‘Reducing Traffic Black Points Program’ at the UAE level, with the aim of reducing the percentage of traffic violations that lead to human and financial losses in many cases. He also noted the importance of achieving traffic safety on roads by the implementation of directions from the higher leadership, in addition to enhancing traffic behavior to promote the Ministry of Interior Strategy to achieve traffic safety on all roads in the country.
At the conclusion of the meeting, a number of recommendations were prepared, which will be put before the higher official to make decisions regarding them.
