The Ministry of Interior, represented by the Civil Defense GHQ, announced that it has started applying the Civil Defense Emergency Procedures at all regional Civil Defense Departments in the country.

Major General Rashid Thani Al Matroushi, acting commander-in-chief of the UAE Civil Defense at the Interior Ministry, stated that issuing the "Emergency Procedures Guide" is a remarkable development in regulating the rules of leadership and executive work for civil defense in the country.
 
He added in his press conference, held this morning, in the Ministry of Interior’s auditorium: “Publishing and implementing the ‘Emergency ProceduresGuide’ achieves the Ministry of Interior’s strategic objective. It aims to ensure readiness, by providing rapid and effective response to all potential emergency cases that may occur in the UAE community.” Moreover, he pointed out that the guideregulates the rules of leadership and executive work at all stages of dealing with incidents.

He stressed that the guide emphasizes the importance of the fundamental basis for accidents, crises and disasters management as a strategic goal for Civil Defense. It also provides outstanding performance and support in crises and disasters, and contributes to qualify and develophuman resources and distinguished leadership skills. This comes in line with the priorities of the Human Resources’ strategy of both the Ministry of Interior and Civil Defense.

He explained that clear, accurate and simple methodologies help define the role of each individual or GHQat all stages of the incidents and crises management process. It also constitutes an infrastructure for institutional work at all leadership, supervisory and executive levels.

 The guide also provides the standards, principles and values of professional work for fire and rescue personnel. It helps them review and improve performance and teamwork, according to specifictargets. It allows better results in managing accidents, by providing a scientific methodology to integrate the roles of the various GHQs, teams and individuals at all stages of a given incident. It also enables GHQs to assess performance of teams and individuals, according to measurable criteria and accurate indicators, and provides opportunities for scientific review of plans and field applications.

Major GeneralAl Matroushi emphasized that the guide provides a directory for all participating and supporting GHQs, on the regulatory mechanisms for joint action in major accidents, crises and disasters; to carry out specific operations in a safe and effective manner, within accurate timeframes.

He pointed out that the team in charge of preparing and implementing the "Emergency Procedures Guide" held a number of courses, drills and training workshops for operations departments’ directors and directors general of Civil Defense centers in the state, over the past few months. At the end of the conference, Major General Matroushi answered the audience’s queries.

The press conference was attended by Directors General of Civil Defense in the state; operations departments’ directors at the Civil Defense General Departments; and a number of officers from the Ministry of Interior and Civil Defense.
