"Any action committed by a person during celebrations and parades, which contradicts with cultural behavior and social values, is punishable by law," he said. Dr Al Ghoul  also stressed that police encourages purposeful  cultural cheering , noting that police members  are part  of  society, they share  the joys of national holidays, and  rejoice over national sports victories with the public, but within the limits of the law.
