Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior decided to introduce the Excellence Badge to be granted to all staff of the Ministry of Interior in recognition of their efforts in terms of dedication and loyalty in their work that led to this grand achievement.

This came in a ceremony held today (Sunday) morning during which HH recognized a large number of leaders, officers, heads and members of work teams and committees that contributed to this achievement. The ceremony was held at the Abu Dhabi Police Officers Club under the theme “Exceptional Excellence Festival.”

The ceremony was attended by Lt. General Saif Abdullah Al Sha’far, Undersecretary at the Ministry of Interior; Lt. General Dhahi Khalfan Tamim, Deputy Chairman of the Dubai Police and General Security; Major General Khalifa Hareb Al Khaili, Assistant Undersecretary of the Ministry of the Interior for Resources and Support Services; Major General Mohammed Khalfan Matar Al Rumaithi, Deputy Commander-in-Chief of Abu Dhabi Police; and Major General Sheikh Taleb Bin Saqr Al Qassimi, the Director General of Ras Al Khaimah Police. Present at the ceremony as well were Major General Staff Dr. Obeid Al Ketbi, along with police commanders at the UAE level, director generals, high ranked police officers in the Ministry of Interior and General Directorates in the country.

HH Sheikh Saif affirmed his keenness to ensure the participation of all Ministry of Interior’s staff in the joy of this occasion. HH congratulated all the staff for their achievements in terms of excellence and high standards in the government excellence awards programs and other fields.

Lt. General HH Sheikh Saif bin Zayed said in his remarks at the ceremony: “I am keen to remind you all of those who contributed to this achieved excellence. I would like to remind you of your fathers and mothers who deserve our deepest prayers of mercy to those who have passed away, and the best of gratitude and wishes for those who are still alive.”

“We live today in an exceptional country under an exceptional leadership. This achievement was made by all the sons and daughters of this country, and they deserve this recognition for their sincere efforts. Their contributions with other government entities will be at the core of attention and appreciation of all as they correspond to the directives of HH Sheikh Khalifa bin Zayed Al Nahyan, President of the UAE; his brother HH Sheikh Mohammed bin Rashid Al Maktoum, UAE vice President, Prime Minister and Ruler of Dubai; and General HH Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces who together seek to elevate the performance level of government institutes, and the services they provide to the public.” HH added.

The ceremony started with the UAE National Anthem, followed by a recitation of the Holy Quran. HH Sheikh Saif and the audience watched a documentary film featuring the success factors at the Ministry of Interior, which led to these result at the Sheikh Mohammed bin Rashid Government Excellence Awards.

Major General Dr. Abdul Quddous Abdul Razzaq Al Obaidly, Director General of Total Quality at Dubai Police and Chairman of the Mohammed bin Rashid Government Excellence Award within the Sheikh Khalifa Government Excellence Program, delivered a speech in which he said: “The 16 awards received by the Ministry of Interior at the Sheikh Mohammed bin Rashid Government Excellence Program 2014 and winning the Distinguished Federal Ministry award for the third time in a row, represent more than 70% of the awards given to the ministries, with more than 900 employees.”

Al Obaidly added: “The great success of the ministry came as a result of the directives of the police leadership to implement government excellence standards; support development and modernization process; apply early strategic planning; build administrative, legal and online systems; and achieve distinguished results in security, criminal and traffic fields, in addition to building qualified human staff, promote qualification, training and incentive tools and encourage creative initiatives and employees. These results also reflect the success of the efforts of the heads and members of the teams and demonstrate the support provided by the ministry’s leaderships.”

“The ministry deserves this achievement, yet what comes next is more difficult; the ambitions of HH Sheikh Saif are bigger than the prospects, especially after the announcement of the global competitiveness index which the ministry should follow in 2021 in order to keep up with the UAE Strategy 2021. The task is difficult as well due to the ministry’s achievements at the global competitiveness index that were published in 2014,” Al Obaidly continued.

In his speech, Major Dr. Ali Abdullah Bin Daen Al Ghafli, Head of the Corporate Excellence Department at the General Secretariat of the Office of HH Deputy Prime Minister and Minister of Interior, said: “Accurate strategic planning and complete commitment in execution are very important elements for the Ministry of Interior when planning its future programs, and this is what led to this distinguished performance and receiving the lion’s share at the Sheikh Mohammed bin Rashid Government Excellence Awards. In order to achieve this success and ultimately collect the excellence awards, the ministry worked through four teams that covered: improvement, standards, supervision and evaluation.”

Al Ghafli added: “38 entities took part at the third edition of the Sheikh Mohammed bin Rashid Government Excellence Awards, in addition to 493 participation applications. This reflects the big presence, and despite the strong competition, the Ministry of Interior received the lion’s share by winning 16 awards and medals, including the Distinguished Federal Entity award for three consecutive editions.”

Al Ghafli loaded the team spirit that was an essential element for this achievement, adding that this excellence entitles the employees with many tasks while executing the strategy of the ministry. “The Ministry of Interior’s objectives aim to improve police and security services across the GHQs and the departments on all levels,” Al Ghafli explained. First Lieutenant Salim Al Shamesi recited a poem on this occasion.

HH Sheikh Saif honored the winning teams including: the distinguished federal entity award (Security Cooperation Medal); leadership standard; strategy standard; human resources and human resources results standard; partnerships and resources standard; operation, services and clients results standards; partners, environment and community results standard; main performance results standard; The Distinguished Federal Department award (Ajman Police GHQ); The Distinguished Federal Area award (Sharjah Security Area); the team for best practices in green applications; the team for best practices in online fields; the team for best practices in government communication (won for the third consecutive year); the team for best practices in creativity (won for the third consecutive year); the team for best practices in performance management; the team for best practices in knowledge management; the team for internal performance improvement; the first topic team for the teams category; and the services development team.

In addition to that, the honoring also covered the Prime Minister's Medals for Supervisory Category; Specialized Category; Tactical and Technical Category; On-Field Category; Administrative Category; Excellence in Customer Services; and New Excellent Employees; in addition to the Tactical Supervisory Team at the Distinguished Federal Entity; Tactical Supervisory Team of the Distinguished Federal Entity’s File; Tactical Supervisory Team at the Distinguished Federal Zone/Department; Tactical Supervisory Team of the Best Practices and Teamwork Category; Tactical Supervisory Team of the Prime Minister's Medals; the Developmental Projects Follow-up Team; and the Arbitration Commission.

HH also honored the winners of Abu Dhabi Government Excellence Award i.e. the Leading Committee for the Quality and Excellence Team, in addition to the Distinguished Entity in Human Resources Interest and Development, Electronically Distinguished Entity, and Long Serving Dedicated Employee. He also honored the winners of Medals of Supervisory Customer Service Category, and On-Field Distinguished Employee. HH also honored the investigation team that investigated the Cumberland case in London, UK under the command of Colonel Dr. Rashid Mohammad Borshid, Head of the Criminal Investigation Department (CID) at the Abu Dhabi Police; and the civil employee Afaf Jassem Al Muhairi.

Police Headquarters said that the Ministry of Interior winning a wide range of the Mohammed bin Rashid Government Excellence Award is a move that encourages staff at the police institution to show more creativity, innovation and excellence in order to provide the best services to the customers of the various sections at the Ministry of Interior. This aims to fostering customers’ confidence and realizing their satisfaction. They also reasserted the importance of the gains of achieving excellence as it deepen the values of teamwork and the quality of planning and performance in order to reach all-inclusive national development.

Lt. General Saif Abdullah Al Sha’far, Undersecretary at the Ministry of Interior, emphasized that the Mohammed bin Rashid Government Excellence Award in its 3rd edition, contributes to developing the Government Sector’s performance, engaging the country’s human resources and spreading the culture of creativity, loyalty, and excellence amongst all employees of the Government Sector. He pointed that it fosters the efficient solutions and improves performance by leveraging local and international experiences.

Lt. General Al Sha’far added that achieving this epic win was a result of the direct support and attention dedicated by Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, to the work teams. He pointed that HH has had a great role in this achievement through his continuous instructions to the Ministry of Interior’s staff members, to implement and activate the innovative ideas, which helps promote strategic and development efforts to elevate police and security work to highest possible levels. He added that HH has always directed to make achievements that embody the Ministry of Interior Strategy that aims to developing services and strengthening public confidence.

For his part, Lt. General Dhahi Khalfan Tamim, Deputy Chairman of the Dubai Police and General Security said that the Ministry of Interior winning of the Distinguished Federal Entity Award (Ministries with more than 900 employees) in addition to the winning of the Leadership Team at the Ministry of Interior, headed by HH Deputy Prime Minister and Minister of Interior, of the Distinguished Federal Entity in Leadership Category represent a continuation of the distinguished achievements that the Ministry is continuously fulfilling. These winnings are based on the Excellence vision that is derived from the higher leadership’s directives regarding enhancing the governmental performance and development. He also noted that the Leadership has contributed in the efforts of leading the UAE government to the top positions worldwide.

Major General Khalifa Hareb Al Khaili, Assistant Undersecretary of the Ministry of the Interior for Resources and Support Services, and member of the winning team of the Distinguished Federal Entity in Human Resources, explained that the distinguished position that the Ministry of Interior has achieved in Mohammed bin Rashid Government Excellence Award is the result of the Ministry’s staff members dedication to teamwork. This uplifted the performance levels and developed capacities. He also added that this achievement doubles the responsibilities during the upcoming period in order to maintain the gains and excellence while executing more plans and projects.

Major General Khalil Dawood Badran, Director General of Finance and Services at Abu Dhabi Police, Chairman of the Green Applications Higher Committee in the Ministry of Interior, and member of the winning team of the Distinguished Federal Entity in Green Applications Category stressed that protecting environment has been witnessing major interest by the Ministry of Interior. The Ministry has adopted a set of mechanisms and policies that are related to saving water, electricity, power, and paper consumption. The Ministry has always encouraged the headquarters and sections under its command to rely on the best environmental solutions and green applications in order to maintain sustainable environment that is able to refine the quality of life in the UAE; a strategy that falls within the framework of the UAE Vision 2021.

Colonel Mohammed Hamid bin Dalmouj Al Dhaheri, Strategy and Performance Development Director General, the General Secretariat of the Office of HH Deputy Prime Minister and Minister of Interior, Head of the work team that won “Distinguished Internal Performance Improvement Team” award, said: “Our accomplishments today reflect the keenness of the Ministry of Interior to the continuous development and evolution, by adopting many distinguished projects. These projects created quantum leaps in the process of change and development on all levels.” He pointed to the implementation of many projects that established the ideals of quality and excellence.

Colonel Anwar Al Mulla, Head of ICT Department, winner of Ministry of Interior’s “Electronically Distinguished Federal Entity” award said that these achievements were reached due to the support of the Police Command, as it always provides the needed environment for creativity and innovation and supports all the ambitious projects and suggestions to serve the country, citizens and residents.

Colonel Barakat Al Kendi, Head of the Systems Development at the Ministry of Interior, who was in the team that won “Distinguished Services Development Team” award, said that this winning is a step to encourage workers to cooperate to develop and enhance the quality of services provided by the Ministry to customers through the Federal Traffic and Licensing system, that was considered a quantum leap in vehicles and drivers data.

Lieutenant Colonel Saeed Al Khajah, Deputy Director of Tactical Affairs and Security Media Department at the General Secretariat of the Office of HH Deputy Prime Minister and Minister of Interior, winner of “Distinguished Federal Entity in Government Communication” award said, that the government communication in the Ministry plays a growing role in establishing and scaling the productive and fruitful partnership amongst partners and customers, through a vast network of relations and tight partnerships both internally and externally, with  ministries, federal entities, local departments, public welfare associations, media institutions in the country and the private sector institutions.

Major Ahmed bu Haroun, Deputy Director General of the Social Solidarity Fund for Employees of the Ministry of Interior, who was in the team that won “Distinguished Federal Entity in Creativity,” said that the Mohammed bin Rashid Government Excellence Award represents an important and strategic leap to give an opportunity to all employees in governmental associations and departments to present their creativity and ideas, which are applicable to help bring further development and enhancement to the governmental sector.

He explained that wining this category is a result of the major and continuous support from the leadership to the staff of the Ministry of Interior. He considered this as a crowning and a realization of its vision of a bright future for the governmental performance and its excellence to preserve the earnings of the total national rising in the country.


Receiving the Official Document of Excellence from the Commanders of the Ministry of Interior

Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, received from Lt. General Saif Abdullah Al Sha’far, Undersecretary at the Ministry of Interior, and Police Commanders at the Ministry the Official Document of Excellence in the form of a “Leader’s Staff.” This comes in gratitude to HH for his brilliant leadership and efforts to develop the institutional work in the Ministry of interior, and his unlimited support to implement the standards of institutional excellence in the Ministry.

Police Commanders vowed to HH to work united to guarantee the continuity of excellence and achieve leadership in different police institutions and work fields as per the international standards.
