The Department of Human Rights in cooperation with the Juvenile Care Center affiliated with the Abu Dhabi Police GHQ organized the first forum for juvenile delinquents centers and social education homes in the country at the Al Mafraq Juvenile Center, in presence of a large number of experts, professionals, psychologists and social workers from inside and outside the State.
Brigadier Ahmed Nehkairah, Director of the Department of Human Rights at the Secretariat General of the Office of the Deputy Prime Minister and Minister of Interior, said the goal of the organization of this Forum is to identify the efforts of the centers and social education homes within the State, in implementing the care and rehabilitation programs for juvenile delinquents, informing of one of the applications of welfare programs and rehabilitation, and reviewing the national legislation and rehabilitation of juveniles, in addition to offering the strategy of coordination and unification of procedures and methodologies of work at the juveniles centers and social education homes across the State.
Given the importance of cooperation, coordination, and unification of the efforts of social education homes in the country to implement care and rehabilitation programs for delinquent juveniles, and get acquainted with the latest international applications in this regard, the senior officials at the Abu Dhabi Police issued directives to hold the first forum for the juveniles centers and social education homes with the participation of official bodies overseeing these centers, ministries, specialized institutions as well as civil society institutions concerned with the development of capacities , expertise and skills among specialist personnel, and provision of the best and the latest applications, and programs in order to achieve the objectives of juveniles centers and social education homes.
Participants in the first day of the forum have addressed many experiences and applications on the phenomenon of juvenile delinquency. Dr. Robert Villa and Dr. William Van Delft, from the UAE University, have presented a working paper titled: “Applications of modern social welfare programs for juvenile delinquents”.
Dr. Helmut and Ms. Daniela, Ministry of Justice, Germany, presented the experience of Province of Hessen, Germany on juveniles care and rehabilitation. Prof. Mahmoud Al Shayeb, an expert on juvenile delinquents welfare, presented the experience of the Ministry of Social Affairs in providing care and rehabilitation for juveniles.
While the experience of the Community Development Authority in Dubai concerning the development of care and rehabilitation programs for juvenile delinquents, has been presented by Ms. Bushra Hussein Qayed, Head of Juvenile Section at the Community Development Authority.
